The scratch card you received was not an instant win prize. It was an entry for the amount scratched. The winner of the Scratch-Off Card contest would be randomly selected from all valid entries which were returned on time.
Please note: The scratch-off card stated that the piece was an Official Entry Form. In order to enter, you needed to complete the name/address section and return the form to Publishers Clearing House in the reply envelope that was included within 14 days. The Sweeps Facts and Official Rules pamphlet provided the odds of winning.
