Where is the PCHRewards "Level Up" Wheel located?

The PCHRewards "Level Up" Wheel will be available when you level up to the next Gem Status Level. When earned, you will see a bar near the top of the screen prompting you to play.

The bar will let you know you've leveled up and what your new level is. Here is an example of the Emerald Level-Up notification:
